A damning new investigation has revealed that the Israeli government is secretly funding a fake “think tank” designed specifically to manipulate how AI chatbots answer politically sensitive questions regarding Palestine, the Nakba, and the ongoing genocide in Gaza.
The Hanover Institute: A Propaganda Front
The entity at the centre of this digital deception is the “Hanover Institute for Public Policy,” a website masquerading as an independent, evidence-based research organisation. However, an investigation by Responsible Statecraft exposed Hanover as a covert propaganda project produced for the Israeli Government Advertising Agency by Piro, Inc., a US-based communications firm.
Piro, co-founded by film producer Daniel Rosenberg, has received $900,000 from the occupation authorities to execute this operation, with the work reportedly being subcontracted through the French advertising conglomerate Havas Media. The institute’s website features no individual author bylines, and a buried notice at the bottom of the page admits it was established on behalf of the Israeli government.
Tricking the Algorithms
The Hanover website is packed with over 100 research-style publications complete with footnotes, tables of contents, and neutral-sounding titles. But this content is not primarily intended for human readers. It is a calculated attempt at what Piro calls “AI Story Optimisation.”
The goal is to flood the internet with “credible-looking” text so that Large Language Models (LLMs) like ChatGPT, Google’s Gemini, and Microsoft’s Copilot ingest the material and regurgitate Zionist narratives as objective facts to millions of users.
Piro’s co-founder, Daniel Rosenberg, openly boasted about this tactic on LinkedIn. “When someone asks ChatGPT, Gemini, or Perplexity about your category, an answer comes back in one confident paragraph. Most brands have no idea how that paragraph gets built. So we spent months reverse-engineering it,” Rosenberg wrote, adding, “The question was: how do you make sure AI knows how to tell them?”
Whitewashing War Crimes
To achieve this algorithmic dominance, Hanover’s reports are structured around the exact questions users frequently ask AI assistants, such as “What Caused the Displacement of Palestinians in 1948?” and “What is the Current Situation in the Gaza Strip?”
Unsurprisingly, the answers provided by Hanover rely heavily on sources from the Zionist military and Foreign Ministry. The fabricated reports attempt to cast doubt on UNICEF’s data regarding the deliberate destruction of Gaza’s water and educational infrastructure, push the absurd propaganda that the occupying forces are the world’s “most moral army,” and aggressively attempt to conflate legitimate criticism of Zionist apartheid with antisemitism.
Manufactured by AI, For AI
Adding a layer of deep irony to the operation, the sheer volume of Hanover’s output—over 100 reports published in a matter of weeks—is largely machine-made. When Responsible Statecraft tested a sample of the institute’s publications using GPTZero, a software designed to detect AI writing, 11 out of 12 articles were flagged as AI-generated with “high confidence.” The regime is quite literally using AI to manufacture fake credibility, only to feed that fabrication back into other AI systems.
A $46.5 Million Campaign of Lies
The Hanover Institute is just one piece of a massive, multi-million-dollar Zionist influence operation. The regime has also contracted Brad Parscale, a former US political strategist, as part of a staggering $46.5 million campaign to build a vast network of pro-Israel websites optimised for AI retrieval. Investigations by Drop Site News confirm that this poisoned material is already surfacing in responses generated by major AI platforms.
As the resilient people of Palestine continue their steadfast resistance on the ground, the Zionist entity is desperately attempting to rewrite history and sanitise its genocide through algorithmic manipulation.
