Trump Pushes for “Phase Two” of Gaza Deal, A Plan Designed Without Palestinians
Washington accelerates a political scheme that reinforces Israeli control, imposes foreign oversight on Gaza, and excludes Palestinians from shaping their own future.
Palestine, PUREWILAYAH.COM - The Trump administration is intensifying pressure on the Israeli occupation to move quickly toward the second phase of the Gaza ceasefire arrangement—an initiative crafted in Washington and Tel Aviv, while deliberately ignoring the Palestinian people and their right to self-determination.
According to Israel Hayom, US President Donald Trump is urging Israeli Prime Minister Benjamin Netanyahu to advance the agreement before Christmas, even prior to resolving the issue of the last Israeli captive’s remains.
The push comes as Washington seeks to declare progress in what it calls a “peace process,” despite the continued devastation in Gaza and the exclusion of Palestinian voices.
US officials told Axios that Trump aims to formally announce the next phase of the plan within weeks, with a meeting expected between Trump and Netanyahu before the end of the month.
A Plan Designed Without Palestinians
Trump’s 20-point proposal outlines an additional withdrawal of Israeli forces from parts of Gaza—only to replace them with a foreign occupation under a newly created “International Stabilization Force” (ISF).
This ISF, composed of foreign troops, is intended not to empower the people of Gaza, but to ensure external control while protecting Israeli interests.
The “Board of Peace”: A Modern Colonial Mandate
At the core of Trump’s plan is a so-called Board of Peace—an unelected body chaired by Trump himself and composed of 10 representatives from selected Arab and Western states. The structure mirrors colonial-era mandates, imposing foreign rule over Gaza while stripping Palestinians of political agency.
Beneath this board, an international executive council would operate, featuring:
Former UK Prime Minister Tony Blair — widely condemned for his role in the Iraq war
Jared Kushner — who previously proposed expelling Palestinians from Gaza and transforming the Strip into a commercial resort
Steve Witkoff — a close Trump associate
Other Western and regional officials aligned with US-Israeli interests
This executive body would “supervise” a Palestinian technocratic government of 12–15 members, none of whom may belong to any Palestinian resistance or political movement—effectively criminalizing Palestinian political identity.
No details have been provided regarding the limits, oversight, or accountability of this foreign-imposed authority.
US-Led Negotiations Seek Gaza Without Resistance
The report claims the US, Qatar, Egypt, and Turkey are holding indirect talks with Hamas to push the movement to surrender political authority in Gaza and begin disarmament—an outcome Washington has failed to achieve through years of Israeli military escalation.
These negotiations occur while Israel continues its aggression, and while Palestinians remain systematically excluded from determining the future of their own land.
Palestinians Sidelined as Washington and Tel Aviv Shape Gaza’s Future
Despite the enormous suffering endured by Palestinians in Gaza, the current diplomatic track prioritizes security arrangements designed by the United States and Israel. Political decisions are being made in foreign capitals, far removed from the realities of occupation, siege, and mass displacement.
The vision emerging from these talks is clear: A Gaza administered by foreign powers, overseen by figures responsible for past regional catastrophes, and subordinated to Israeli security demands—without the consent of its own people.
As Washington accelerates its plans before the year’s end, Palestinians once again confront a political project built on exclusion, domination, and the erasure of their sovereignty. (PW)
