Russia: UNSC 2231 Has Ended — No Legal Basis for Iran Sanctions
Moscow denounces US-European “snapback” claims as illegal and warns the UN against manipulating Security Council mandates on Iran.
Russia, PUREWILAYAH.COM – As the presidency of the UN Security Council, Russia has issued a decisive statement affirming that with the expiration of UNSCR 2231 on October 18, all provisions tied to Iran’s nuclear program — including restrictions and supervision mechanisms — are now formally and permanently terminated.
Russia emphasized that the Security Council must immediately close the Iran nuclear file and remove the “non-proliferation” clause related to Iran from the Council’s agenda, marking a historic diplomatic shift long resisted by Western powers.
Western ‘Snapback’ Efforts Declared Illegitimate and Void
In a direct rebuke to Britain, France, and Germany, Moscow condemned their attempts to reactivate sanctions through the so-called “snapback” mechanism as “illegal, invalid, and devoid of authority.”
“Those who systematically violated the agreement themselves cannot invoke its mechanisms,” the statement declared, noting that even the United States, which abandoned the JCPOA, has no legal standing to demand enforcement.
Russia stressed that no UN member state is obligated to implement unilateral sanctions invented by Washington and Brussels outside Security Council authority.
Call to the UN: Remove False Claims from Official Records
Russia demanded that the UN Secretariat remove misleading claims about “revived sanctions” from official UN platforms, warning that continued publication of such false information would constitute a breach of Article 100 of the UN Charter by the Secretary-General and Secretariat staff.
Moscow reaffirmed that the original objectives of the Iran-related sanctions — including IAEA concerns resolved in 2015 — have long been achieved, making any claim to reinstate sanctions both politically and legally bankrupt.
Russia underscored that future cooperation with Iran will proceed on the basis of national laws and international agreements, including the Comprehensive Strategic Partnership Treaty signed in January 2025 and enacted on October 2.
This treaty serves as a solid foundation for long-term military, economic, and nuclear cooperation — independent of Western institutions.
Russia Warns the West: Diplomacy, Not Coercion, Will Shape the Future
In its closing remarks, Moscow condemned the “arrogance” of Western powers:
“These states shamelessly exploit the authority of the Security Council to justify their arbitrary actions.”
Russia reaffirmed its unwavering commitment to a political and diplomatic resolution of the Iranian nuclear issue and called on all parties to prevent uncontrollable escalation that could endanger regional and global security.
With October 18 now recognized as the official end of UNSC Resolution 2231, the Western agenda to isolate Iran has collapsed. The Iran file at the UN is closing — not through negotiation, but through historic resistance and the failure of coercive power.
