Qatar and Pakistan Issue Joint Statement on Swiss Negotiations Agreements
Joint statement confirms formation of oversight bodies, technical committees, and a mechanism to ensure safe passage through the Strait of Hormuz.
SWITZERLAND, PUREWILAYAH.COM – Qatar and Pakistan announced a series of agreements reached during the first round of high-level talks between Iran and the United States in Switzerland, describing the discussions as constructive and confirming progress toward a final agreement.
In a joint statement issued as mediators of the negotiations, Doha and Islamabad said the first round of talks under the framework of the Islamabad Memorandum of Understanding concluded in Bürgenstock, Switzerland, with the participation of representatives from Iran, the United States, Qatar, and Pakistan.
The mediators said the opening day of discussions near Lake Lucerne was conducted in a positive atmosphere and resulted in “encouraging progress,” including the establishment of a mechanism for continuing technical negotiations.

60-Day Roadmap Agreed
According to the joint statement, the parties agreed to establish a “High Committee” that will oversee the political direction of the mediation process and supervise the implementation of the memorandum.
Senior negotiators will report regularly to the committee, which will guide working groups focused on nuclear issues, sanctions, and dispute resolution mechanisms.
The statement added that the High Committee approved a roadmap aimed at reaching a final agreement within 60 days, allowing technical discussions to begin immediately.
Technical teams are expected to continue their work throughout the week at the Bürgenstock venue.
Strait of Hormuz Mechanism Established
One of the most significant outcomes of the talks was the agreement to establish a direct communication channel between the parties during the implementation period outlined in the memorandum.
According to the mediators, the mechanism is intended to prevent misunderstandings and incidents while ensuring the safe passage of commercial vessels through the Strait of Hormuz.
Iranian Foreign Ministry spokesman Esmail Baghaei later confirmed that discussions had produced progress regarding arrangements for safe navigation through the strategic waterway.
Lebanon Monitoring Mechanism Created
The joint statement also announced the creation of a conflict-control unit involving the negotiating parties and the Republic of Lebanon.
The mechanism, facilitated by Qatar and Pakistan, is intended to monitor compliance with the cessation of military operations in Lebanon in accordance with the memorandum’s provisions.
Baghaei stated that Iran had repeatedly raised concerns during the talks regarding continued Israeli violations of the ceasefire in Lebanon, stressing that military operations must end on all fronts, including Lebanon.
Progress on Oil Sales and Frozen Assets
Speaking after the talks, Baghaei said discussions also covered several issues considered necessary before entering negotiations on a final agreement.
He reported progress regarding the issuance of licenses required for Iranian oil sales and the release of Iranian assets frozen abroad.
According to the Iranian spokesman, these issues must advance before the parties move to the next stage envisioned in the memorandum and begin negotiations on a final settlement.
Baghaei also revealed that the four-party session was interrupted after threatening statements from US President Donald Trump were published during the meeting. Iran subsequently informed the mediators that it would not continue in the four-party format under those conditions.
Qatar and Pakistan then intervened to keep the diplomatic process alive, leading to the continuation of discussions through alternative arrangements.
Mediators Praise Commitment to Diplomacy
In their joint statement, Qatar and Pakistan expressed appreciation to both Iran and the United States for maintaining their commitment to diplomacy and a peaceful resolution of the dispute.
The two mediating countries also thanked regional and international partners for their continued support of the negotiation process, pledging to continue efforts aimed at securing a comprehensive and lasting agreement. (PW)
