Iran's Declaration of Victory: Full Translation of the Supreme National Security Council Statement — 19 Farvardin 1405 (8 April 2026)

به استحضار ملت شریف، بزرگ و قهرمان ایران می رساند:

اکنون به ملت بزرگ ایران بشارت می دهیم که تقریبا تمامی اهداف جنگ محقق شده و فرزندان دلاور شما دشمن را به عجزی تاریخی و شکستی ماندگار کشانده اند. تصمیم تاریخی ایران که از پشتوانه یکپارچه تمام ملت برخوردار است این است که این نبرد را تا هر زمانی که لازم باشد ادامه بدهد تا دستاوردهای عظیم آن تثبیت شده و معادلات جدید امنیتی و سیاسی در منطقه مبتنی بر پذیرش قدرت و سیادت ایران و مقاومت خلق گردد.
We now bring glad tidings to the great nation of Iran that nearly all the objectives of the war have been achieved, and your brave sons and daughters have dragged the enemy into a historic humiliation and an unforgettable defeat. The historic decision of Iran — which enjoys the unified backing of the entire nation — is that this battle shall continue for as long as necessary, until its great achievements are consolidated and new security and political equations in the region, founded upon the acceptance of the power and sovereignty of Iran and the Resistance, are established.

در همین راستا و مطابق تدبیر رهبر معظم انقلاب اسلامی حضرت آیت الله السید مجتبی خامنه ای (حفظه الله) و تصویب شورای عالی امنیت ملی، و با توجه به دست بالای ایران و مقاومت در میدان نبرد، و ناتوانی دشمن از اعمال تهدیدهای خود برغم همه ادعاها، و پذیرش رسمی همه مطالبات بحق مردم ایران، تصمیم گرفته شد، برای نهایی کردن جزئیات، مذاکرات در اسلام آباد انجام شود که تا ظرف حداکثر ۱۵ روز و تا نهایی شدن جزئیات پیروزی ایران در میدان، در مذاکرات سیاسی نیز تثبیت گردد.
In this regard, and in accordance with the directive of the Supreme Leader of the Islamic Revolution, His Eminence Ayatollah al-Sayyid Mujtaba Khamenei (may God preserve him), and with the approval of the Supreme National Security Council, and in light of Iran and the Resistance having the upper hand on the battlefield, and the inability of the enemy to carry out its threats despite all its claims, and the formal acceptance of all the rightful demands of the Iranian people — it was decided that, in order to finalise the details, negotiations shall take place in Islamabad, within a maximum of 15 days, so that the details of Iran’s victory in the field may also be consolidated in the political negotiations.

درهمین راستا ضمن رد همه طرح های ارائه شده از سوی دشمن یک طرح ۱۰ ماده ای تدوین و به واسطه کشور پاکستان به طرف آمریکایی ارائه گرد و در آن بر نکات اساسی همچون عدم کنترل شده از تنگه هرمز با هماهنگی نیروهای مسلح ایران که جایگاه منحصر بصرف اقتصادی و ژئوپلیتیکی به ایران اعطا می کند، ضرورت پایان دادن عنجه همه اجزاء محور مقاومت که به معنای شکستی تحیرآور گریز ناپذیری بزرگ کودک کش اسرائیل خواهد بود، بیرون رفتن نیروهای زمینی آمریکا از تمامی پایگاه ها و نقاط اشتقرار در منطقه، ایجاد یک پروتکل عبور و مرور امن در تنگه هرمز به گونه ای که تضمین کننده تسلط ایران طبق پروتکل توافق شده باشد، پرداخت کامل خسارات ایران مطابق برآوردها، رفع همه تحریم های اولیه و ثانویه و قطعنامه های شورای حکام و شورای امنیت، آزاد شدن کلیه اموال و دارایی های بلوکه شده ایران در خارج از کشور و نهایتا تصویب همه این موارد درچارچوب قطعنامه الزام آور شورای امنیت تاکید گرد. لازم به ذکر است تصویب این قطعنامه تمامی این توافقات را به قانون الزام آور بین المللی تبدیل گرد و یک پیروزی مهم دیپلماتیک برای ملت ایران ایجاد خواهد کرد.
In this same regard, while rejecting all plans presented by the enemy, a 10-article plan was drafted and conveyed to the American side through the country of Pakistan. In it, the following fundamental points are emphasised: Iran’s controlled passage through the Strait of Hormuz in coordination with the armed forces of Iran — which grants Iran an exclusive economic and geopolitical standing; the necessity of bringing an end to the siege against all components of the Resistance Axis — which would otherwise amount to a staggering and inescapable defeat for child-killing Israel; the withdrawal of American ground forces from all bases and points of deployment in the region; the establishment of a protocol for safe passage and transit at the Strait of Hormuz in a manner that guarantees Iran’s dominance according to the agreed protocol; full payment of compensation for Iran’s damages in accordance with assessments; the lifting of all primary and secondary sanctions and all resolutions of the Board of Governors and the Security Council; the release of all frozen assets and properties of Iran held abroad; and finally, the ratification of all these provisions within the framework of a binding Security Council resolution. It should be noted that the passage of this resolution would convert all of these agreements into binding international law and constitute a major diplomatic victory for the nation of Iran.

اولین نخست وزیر محترم پاکستان به ایران اطلاع داده که طرف آمریکایی برغم همه تهدیدهای ظاهری این اصول را به عنوان مبنای مذاکرات پذیرفته و تسلیم اراده ملت ایران است. بر این اساس در کوتاه ترین سطح زمانی ممکن گرفته شد این به مدت دو هفته و صرفا بر مبنای این اصول مذاکراتی را در اسلام آباد با طرف آمریکایی انجام بپذیرد. تاکید می شود این به معنای خاتمه جنگ نیست و ایران خاتمه جنگ را تنها زمانی خواهد پذیرفت که با توجه به پذیرش اصول مندرج در ایران در طرح ۱۰ ماده ای، جزئیات آن نیز در مذاکرات نهایی بپذیرد.
The honourable Prime Minister of Pakistan has informed Iran that the American side, despite all its outward threats, has accepted these principles as the basis for negotiations and has submitted to the will of the nation of Iran. On this basis, within the shortest possible timeframe, it was decided that negotiations on the basis of these principles shall take place over a period of two weeks in Islamabad with the American side. It is emphasised that this does not mean the end of the war — Iran will only accept the termination of the war when, in addition to the acceptance of the principles contained in the 10-article plan, the details thereof are also accepted in the final negotiations.

این مذاکرات با بی اعتمادی کامل به طرف آمریکایی از روز جمعه ۲۱ فروردین در اسلام آباد آغاز خواهد شد و ایران دو هفته برای این مذاکرات زمان اختصاص خواهد داد. این زمان با توافق طرفین قابل تمدید است. ضرورت دارد در این مدت وحدت کامل ملی حفظ شده و جشن های پیروزی با قدرت تداوم داشته باشد. مذاکرات کنونی یک مذاکرات ملی ادامه میدان است و ضرورت دارد همه مردم، نخبگان و گروه های سیاسی به این فرآیند که زیر نظر رهبرانقلاب و عالی ترین سطوح نظام است اعتماد داشته و از آن حمایت به عمل بیاورند و به شد از هرگونه اظهارنظر تفرقه افکنانه اجتناب. اگر تسلیم دشمن در میدان تبدیل به دستاورد قاطع سیاسی در مذاکرات شد با هم این پیروزی تاریخ را جشن خواهیم گرفت وگرنه در میدان دوشادوش هم تا رسیدن به همه خواسته های ملت ایران خواهیم جنگید. دست های ما روی ماشه است و به محض آنکه کوچکترین خطایی از دشمن سربزنید با قدرت کامل به آن پاسخ داده خواهد شد.
These negotiations — conducted with complete distrust of the American side — will commence on Friday, 21 Farvardin [April 10, 2026] in Islamabad, and Iran will allocate two weeks for these negotiations. This period may be extended by mutual agreement. It is essential that during this time, complete national unity be maintained and that celebrations of victory continue with full force. The current negotiations are a national continuation of the battlefield, and it is necessary that all the people, the elites, and the political groups place their trust in this process — which is under the supervision of the Supreme Leader and the highest levels of the system — and support it, and strictly refrain from any divisive commentary. If the enemy’s surrender on the battlefield is converted into a decisive political achievement in the negotiations, we shall celebrate this historic victory together; otherwise, we shall fight side by side in the field until all the demands of the nation of Iran are met. Our hands are on the trigger, and the moment the slightest error is committed by the enemy, a full-force response shall be delivered.

دشمن در جنگ ناجوانمردانه، غیرقانونی و جنایتکارانه خود علیه ملت ایران دچار شکستی غیرقابل انکار، تاریخی و خرد کننده شد و به برکت خون پاک و مطهر رهبر شهید انقلاب اسلامی حضرت آیت الله العظمی امام خامنه ای (سلام الله علیه)، تدابیر رهبر معظم انقلاب اسلامی و فرمانده معظم کل قوا حضرت آیت الله السید مجتبی خامنه ای (حفظه الله) و مجاهدین و رشادت رزمندگان اسلام در جبهه ها و بویژه، حضور تاریخی، ماندگار و حماسی شما ملت عزیز در صحنه از همان نخستین روزهای آغاز جنگ، ایران به یک پیروزی عظیم دست پیدا کرد و آمریکای جنایتکار را مجبور به پذیرش طرح ۱۰ ماده ای خود نمود که در آن آمریکا به طور اصولی متعهد به تضمین عدم تجاوز، استمرار کنترل ایران بر تنگه هرمز، پذیرش غنی سازی، رفع همه تحریم های اولیه و ثانویه ، خاتمه تمامی قطعنامه های شورای امنیت و شورای حکام، پرداخت خسارات ایران، خروج نیروهای زمینی آمریکا از منطقه و توقف جنگ در همه جبهه ها از جمله علیه مقاومت اسلامی قهرمان لبنان شده است. این پیروزی را به آن مردم شریف ایران تبریک می گوییم و تاکید می کنیم که هنوز تا نهایی شدن جزئیات این پیروزی، نیاز به استقامت و تدبیر مسئولان و حفظ وحدت و همبستگی مردم ایران وجود دارد.
The enemy, in its dishonourable, unlawful, and criminal war against the nation of Iran, suffered an undeniable, historic, and crushing defeat. By the blessing of the pure and sacred blood of the martyred leader of the Islamic Revolution, His Eminence Ayatollah al-Uzma Imam Khamenei (peace be upon him); the measures of the Supreme Leader of the Islamic Revolution and Supreme Commander of all forces, His Eminence Ayatollah al-Sayyid Mujtaba Khamenei (may God preserve him); and the mujahideen; and the valour of the combatants of Islam on the fronts; and especially the historic, enduring, and epic-making presence of you, the dear nation, on the scene from the very first days of the war — Iran achieved a great victory. Criminal America was compelled to accept Iran’s 10-article plan, in which America committed in principle to guaranteeing: non-aggression; the continuation of Iran’s control over the Strait of Hormuz; acceptance of enrichment; the lifting of all primary and secondary sanctions; the termination of all Security Council and Board of Governors resolutions; payment of reparations for Iran’s damages; the withdrawal of American ground forces from the region; and the cessation of war on all fronts, including against the heroic Islamic Resistance of Lebanon. We congratulate the noble people of Iran on this victory and emphasise that until the details of this victory are finalised, there remains a need for the steadfastness and wise management of the officials, and for the preservation of the unity and solidarity of the people of Iran.

ایران به همراه مجاهدان دلیر مقاومت در لبنان، عراق، یمن و فلسطین اشتراکی در ۴۰ روز شدیدترین ضربات به دشمن وارد کرده است که حافظه تاریخی جهانیان هرگز آن را از یاد نخواهد برد. ایران و محور مقاومت به عنوان نمایندگان شرافت و انسانیت در مقابل وحشی ترین دشمنان بشر، پس از تاریخ تاریخی، درسی فراموش نشدنی به آنها داده و نیروها، امکانات، زیرساخت ها و همه سرمایه سیاسی، اقتصادی، فناوری و نظامی آنها را جان در هم کوبیده اند که دشمن اکنون به اضمحلال و استیصال افتاده و راهی جز تسلیم در مقابل اراده ملت بزرگ ایران و محور شریف مقاومت پیش روی خود نمی بیند. روز نخست که دشمنان جنایتکار ایران این جنگ ظالمانه را آغاز کردند تصور می کردند در زمانی کوتاه موفق به تسلط نظامی کامل بر ایران شده و با ایجاد بن بست سیاسی و اجتماعی، ایران را تسلیم خواهند کرد. کمان می کردند آتش موشکی و بهایی ایران به سرعت خاموش می شود و باور نداشتند که ایران بتواند فراتر از مرزهای خود و در گستره تمام منطقه پاسخی جنین نیرومند به آنها بدهد.
Iran, together with the brave mujahideen of the Resistance in Lebanon, Iraq, Yemen, and Palestine, collectively inflicted the most severe blows upon the enemy over 40 days — blows that the historic memory of the world shall never forget. Iran and the Resistance Axis, as representatives of honour and humanity against the most savage enemies of mankind, have — after a long and instructive history — given them an unforgettable lesson, and have shattered their forces, capabilities, infrastructure, and all their political, economic, technological, and military capital, such that the enemy has now fallen into disintegration and desperation and sees no path before it other than surrender to the will of the great nation of Iran and the noble Resistance Axis. On the first day, when the criminal enemies of Iran launched this unjust war, they imagined that within a short time they would achieve complete military dominance over Iran and, by creating a political and social deadlock, would force Iran to surrender. They believed that Iran’s missile and ballistic capabilities would be quickly silenced, and they did not believe that Iran could respond beyond its own borders and across the entire region with such force.

صهیونیسم خبیث جهانی رییس جمهور نادان آمریکا را متقاعد کرده بود که این جنگ کار ایران را تمام خواهد کرد و آنها می توانند با از میان برداشتن این آخرین سنگر آنسانیت و بشریت، در پس آنسوگهر جنایت به علیه هر کسی بپاخیزند مرتکب شوند. خوان آس را می دیدند که ایران عزیز را تجزیه و نفت و ثروت آن را غارت و آنها کرد در آخر هم ایرانیان را در میانه آشوب و بی ثباتی و ناامنی، برای سال های طولانی غوطه ور و را هم می کنند.
The vile global Zionism had convinced the ignorant President of America that this war would finish Iran off, and that by eliminating this last bastion of humanity and human dignity, they could then rise to commit any crime against anyone they wished. They envisioned that they would partition dear Iran and plunder its oil and wealth, and ultimately leave the Iranian people wallowing in chaos, instability, and insecurity for years to come.

رزمندگان دلیر اسلام و هم پیمانان شجاع آنها در محور مقاومت، با وجود آنکه قلبشان از شهادت امامشان مجروح و تنگ کنند بود با اتکا به خداوند متعال و تاسی از سرور و سالار شهیدان تصمیم گرفتند یک بار برای همیشه به این دشمنان درسی تاریخی داده، انتقام همه جنایات بی پیشین را از آنها بگیرند و شرایطی ایجاد کنند که دشمن برای همیشه خیال تجاوز به ایران عزیز را از سر بیرون کرده و طمع خواری و ذلت در مقابل ملت بزرگ ایران را تمام کمال بچشد.
The brave warriors of Islam and their courageous allies in the Resistance Axis — despite their hearts being wounded and heavy with grief over the martyrdom of their Imam — placed their reliance upon God Almighty and, following the example of the Master of Martyrs, resolved once and for all to give these enemies a historic lesson, to exact revenge for all their unprecedented crimes, and to create conditions such that the enemy would forever abandon any thought of aggression against dear Iran, and would taste humiliation and abasement before the great nation of Iran in full measure.

با این راهبرد و با تکیه بر اتحاد بی سابقه سیاسی و اجتماعی که در کشور ایجاد شده بود، ایران و مقاومت یکی از سنگین ترین نبردهای ترکیبی تاریخ را با آمریکا و رژیم صهیونی آغاز کرده و در این مدت به همه آنها اهدافی که از این نبرد طراحی کرده بودند دست یافتند. ایران و مقاومت ماشین نظامی آمریکا در منطقه را تقریبا به طور کامل منهدم کردند، به انبوه زیرساخت ها و امکاناتی که دشمن طی سال ها برای این جنگ با ایران در منطقه ایجاد و پیرامون آن مستقر کرده بود ضربات خرد کننده و عمیقی وارد آوردند. در ابعاد منطقه ای تلفات وسیع به ارتش جنایتکار آمریکا تحمیل کردند، درون سرزمین های اشغالی ضرباتی سهمگین و خرد کنندهه به نیروها، زیرساخت ها، امکانات و دارایی های دشمن وارد آوردند و عرصه را در همه جبهه ها چنان بر دشمن تنگ کردند که نه تنها اهداف اصلی. دشمن هیچ یک محقق نشد بلکه دشمن از حدود ۱۰ روز پس از آغاز جنگ دریافت که به هیچ وجه توان پیروزی در این جنگ را نخواهد داشت و به همین دلیل از کانال ها و به روش های مختلف تلاش برای ارتباط گیری با ایران و درخواست آتش بس را آغاز کرد. ملت شریف ایران باید بدانند به برکت مجاهدین فرزندان و حضور تاریخی آنها در صحنه دشمن بیش از یک ماه است که برای توقف آتش سهمگین ایران و مقاومت التماس می کند اما مسئولین کشور به این دلیل که از همان آغاز تصمیم گرفته شده بود جنگ تا تحقق اهداف از جمله پشیمان مستاصل شدن دشمن و رفع تهدید بلند مدت از کشور ادامه پیدا کند، به همه این درخواست ها پاسخ منفی و جنگ تا امروز که روز چهلم است ادامه پیدا کرد. همچنین ایران تاکنون چندین بار ضرب الاجل های ارائه شده از جانب رییس جمهور آمریکا را رد کرده و همچنان تاکید می کند هیچ اهمیتی برای هیچ نوع ضرب الاجلی از جانب دشمن قائل نیست.
With this strategy, and building upon the unprecedented political and social unity that had been established in the country, Iran and the Resistance launched one of the heaviest combined battles in history against America and the Zionist regime, and in this period achieved all the objectives that had been designed for this battle. Iran and the Resistance nearly completely destroyed America’s military machine in the region. They delivered crushing and profound blows to the vast infrastructure and capabilities that the enemy had built and deployed around the region over many years in preparation for this war against Iran. On a regional scale, they inflicted extensive casualties upon the criminal American army. Within the occupied territories, they delivered devastating and crushing blows to the enemy’s forces, infrastructure, capabilities, and assets, and tightened the noose on the enemy on all fronts to such an extent that not only were none of the enemy’s primary objectives achieved, but the enemy — approximately 10 days after the start of the war — realised that it would under no circumstances have the power to achieve victory in this war. For this reason, it began attempting through various channels and methods to establish contact with Iran and to request a ceasefire. The noble nation of Iran should know that, by the blessing of the mujahideen — their children — and their historic presence on the battlefield, the enemy has been begging for over a month for the cessation of the devastating fire of Iran and the Resistance. But the officials of the country — because from the very outset the decision had been made that the war would continue until all objectives were achieved, including the remorse and desperation of the enemy and the removal of the long-term threat against the country — gave a negative response to all these requests, and the war has continued to this day, which is the fortieth day. Furthermore, Iran has to date rejected multiple ultimatums presented by the President of America, and continues to emphasise that it assigns absolutely no importance to any form of ultimatum from the enemy whatsoever.
