European NATO States Push Troop Deployment Plan for Ukraine
EU and UK leaders propose European-led military force, US-backed monitoring, and long-term security commitments for Kiev amid ceasefire discussions
Europe | PUREWILAYAH.COM — A group of European NATO countries, alongside the United Kingdom and officials from Brussels, have advanced a plan to deploy a European-led military force to Ukraine in the event of a ceasefire with Russia, coupled with US-led monitoring mechanisms and renewed efforts to rebuild Ukraine’s armed forces.
The proposal emerged following talks held in Berlin on Monday with US President Donald Trump’s peace envoys, Steve Witkoff and Jared Kushner, as well as representatives of the Ukrainian government.
European Leaders Propose ‘Multinational Force Ukraine’
In a joint statement, leaders from Germany, Denmark, Finland, France, Italy, Lithuania, the Netherlands, Norway, Poland, Sweden, and the UK, together with EU officials, called for what they described as “robust security guarantees” for Kiev.
According to the document, these guarantees would include the establishment of a European-led “Multinational Force Ukraine,” composed of contributions from “willing nations” operating under the framework of the so-called Coalition of the Willing, with support from the United States.
The statement says the proposed force would assist in:
Regenerating Ukraine’s armed forces
Securing Ukrainian airspace
Supporting maritime security and “safer seas”
Operating inside Ukrainian territory
The UK and France have long promoted the idea of deploying European troops to Ukraine following a ceasefire, although the statement did not clarify which states are prepared to commit forces.
Internal Divisions Among European States
Despite the joint declaration, divisions among European countries quickly surfaced.
Polish Prime Minister Donald Tusk rejected the plan, stating that Poland requires all of its troops domestically to “defend the eastern flank of NATO.”
Italy has also consistently opposed sending Italian forces to Ukraine, maintaining its refusal despite ongoing discussions.
These disagreements underscore uncertainty within Europe over the feasibility and scope of a direct military presence in Ukraine under a ceasefire framework.
Russia Rejects NATO Presence, US Role Remains Unclear
Moscow has firmly rejected the deployment of NATO or NATO-backed forces in Ukraine under any circumstances, warning that Kiev would exploit any pause in fighting to rearm and regroup. Russian officials continue to insist on a permanent settlement that addresses what they describe as the conflict’s root causes.
The European proposal also calls for a “US-led ceasefire monitoring and verification mechanism” and seeks a legally binding commitment, subject to national procedures, to provide Ukraine with armed force, intelligence and logistical assistance, as well as economic and diplomatic support.
The Trump administration has not confirmed the level of US backing for the plan. Recent media reports indicate that Washington may consider NATO-style, Congressionally approved security guarantees for Kiev if Ukraine accepts territorial concessions to Russia.
However, Ukraine’s Vladimir Zelensky reiterated on Monday that Kiev will not recognize Donbass as Russian territory “neither de jure nor de facto.”
Other European proposals include increased military assistance to Ukraine, support for its accession to the European Union, and plans to fund Ukraine’s future using frozen Russian sovereign assets — a move Moscow has warned would constitute unlawful seizure and has already challenged through legal proceedings against Euroclear.
