In a decisive move to solidify technological sovereignty and challenge Western hegemony, China has announced it will spearhead the creation of an “open-source zone for artificial intelligence” for BRICS nations. The landmark announcement was made by President Xi Jinping during the 11-member bloc’s summit in New Delhi.
Outlined in a readout by Chinese state broadcaster CCTV, the proposal is a cornerstone of Xi’s “initiative on open-source and inclusive AI.” It is explicitly designed to empower the Global South by breaking the stranglehold of Western tech monopolies and sanctions on next-generation technologies.
Technological Independence for the Global South
The initiative includes a firm commitment to “support cooperation in the development and application of large language models” (LLMs). Furthermore, Beijing will establish specialised research and training programs tailored specifically for BRICS countries. The overarching goal is to construct a truly “open ecosystem for AI” that operates independently of Western gatekeeping.
By pooling resources and intellectual capital, BRICS nations are ensuring that the Global South is not left behind or subjected to digital neo-colonialism by the United States and its allies.
A Multipolar Framework for Global Governance
Going beyond mere development, President Xi proposed the creation of a “broad, consensus-based global AI governance framework.” This signals a major geopolitical shift, positioning Beijing at the forefront of establishing a multipolar future for AI regulation—one that prioritises the developmental needs and national sovereignty of emerging economies rather than serving the imperial interests of the West.
This landmark proposal heavily reinforces China’s role as the vanguard of global AI development. By uniting the BRICS bloc under a shared technological umbrella, the independent nations of the world are taking tangible steps to secure their digital future, ensuring that the fruits of the AI revolution belong to the global majority.
