Ayatollah Khamenei Orders Full Legal Pursuit of Crimes Committed Against Iran
In his Judiciary Week message, Ayatollah Sayyed Mojtaba Khamenei called for relentless legal action over crimes committed during the 2025–2026 wars
Iran, PUREWILAYAH.COM – Ayatollah Sayyed Mojtaba Khamenei has instructed Iran’s Judiciary to pursue comprehensive legal action against those responsible for crimes committed against the Iranian nation during the wars of 2025 and 2026, describing the issue as one of the country’s foremost judicial responsibilities.
In his Judiciary Week message, he said every violation committed against Iran—including the killing of civilians, attacks on medical and public service facilities, and the damage inflicted upon the country and its people—must become the subject of serious legal proceedings in both domestic and international courts.
Every Crime Must Become a Legal Case
Ayatollah Sayyed Mojtaba Khamenei stated that the blood of those martyred in the Second and Third Imposed Wars, together with the physical, psychological, material, and moral harm inflicted on the Iranian nation, forms hundreds—if not thousands—of legal cases that must be pursued without hesitation.
He stressed that those responsible for the crimes “must be brought to justice.”
US and Zionist Admissions Are Legal Evidence
The message states that public admissions—and even open boasting—by certain American and Zionist leaders regarding these crimes constitute legal confessions.
According to Ayatollah Sayyed Mojtaba Khamenei, those admissions provide an important legal foundation for restoring the rights of the Iranian nation.
Continue the Cases Until Judgment Is Enforced
The message also calls for extending the judicial directive previously issued by the martyred Leader of the Islamic Revolution regarding crimes committed during the Second Imposed War to include the Third Imposed War.
Ayatollah Sayyed Mojtaba Khamenei instructed that the legal process must continue until court judgments are obtained and their enforcement is entrusted to the appropriate authorities, adding that holding perpetrators accountable will help prevent similar crimes from recurring.

In the Name of Allah, the Most Compassionate, the Most Merciful
I extend my condolences to the entire nation of Iran and the Islamic Ummah on the days of mourning for the Family of Allah and the martyrdom of the Lord of the Martyrs, may Allah’s blessings and peace be upon him, upon them all, and upon his faithful companions.
The movement and uprising of Imam Hussein, undertaken to uphold truth, reform the Ummah, and confront oppression and injustice, stands as the highest peak in history’s confrontation between truth and falsehood, justice and tyranny. It offers invaluable and unforgettable lessons for all the free people of the world. The blood of the Master of the Martyrs, peace be upon him, is called the Blood of God, flowing through the veins of the world and giving rise to life-giving epics.
The Islamic Movement and Revolution of Iran, being a branch drawn from this luminous source, must always strive to attain the objectives of the Husayni uprising. The seventh of Tir each year recalls the distinguished figure of the Revolution, the one who, while serving at the head of the Judiciary, pursued this path with relentless effort until he, together with a group of the Revolution’s sincere companions, drank the nectar of martyrdom. His مظلومیت (oppression and injustice suffered) and that of the seventy-two martyrs who accompanied him became confirmation of the Husayni character of this system and its architects.
The mission of the Judiciary in the Islamic Republic of Iran is to safeguard the rights of the people, restore public rights and lawful freedoms, combat corruption, administer justice, establish the divine limits, and supervise the implementation of the law. Success on this path, in addition to earning divine pleasure, will strengthen public trust in this pillar of the system.
It is the rightful expectation from all branches, institutions, and responsible bodies that they continually align and reorganize their performance according to the desired standards of the sacred Islamic Republic and the lofty dignity of the nation. In this regard, the Judiciary holds a unique and indeed unparalleled position in reforming the course of affairs and setting other sectors of the system into motion. This, however, requires continuous reform and reconstruction within the Judiciary itself.
The public now rightfully expects to witness practical implementation of this objective in the Judiciary’s performance, such that judicial transformation moves beyond words written in transformation documents, plans, and roadmaps and becomes a tangible reality. Its manifestations should be visible in every sphere, from judicial complexes and courtrooms to public spaces and society at large, enabling people to experience its positive effects in their daily lives through decisive action against all forms of corruption, reduced violations of rights, faster judicial proceedings, greater integrity and precision in judicial rulings, and easier access to the standards of justice.
Within this vision of the Judiciary, justice must reach a level where every oppressed person regards it as a place of refuge. In particular, those who possess any form of power must no longer dare to violate the rights of others. Every avenue for recommendations and personal influence must be completely closed, and having acquaintances within parts of the Judiciary should confer no advantage whatsoever.
The restoration of the nation’s rights is not confined to individual matters alone. The various public and social rights of the people—including economic security, fair access to opportunities, equitable enjoyment of natural resources, a healthy environment, lawful freedoms, and effective governance—must also be regarded as essential issues in the expansion of justice.
Among the most important legal and judicial issues concerning the entire nation of Iran at this stage is the pursuit and restoration of the rights that have been violated as a result of the crimes committed by international criminals and the arrogant and aggressive powers of the world, particularly during the years 1404 and 1405.
From the blood of the innocent martyrs of the Second and Third Imposed Wars to the physical, psychological, material, and spiritual harm inflicted upon our beloved country and every member of the مظلوم nation of Iran, both inside and outside the country; from the unprecedented child killings and war crimes in Minab and Lamerd to attacks on medical and public service centers; from the killing of newborn infants to beloved elderly citizens; and above all, the martyrdom of the unparalleled personality, the peerless jewel, the unique figure of this era, the great Mujahid Leader—may Allah elevate his noble station—each of these constitutes one of hundreds, indeed thousands, of significant legal cases that must be pursued with seriousness before domestic and international courts.
It is certain that the perpetrators of these crimes must be seized and brought to justice for their criminal acts.
An important point in this matter is, first, the admissions—and even the shameless boasting—by certain leaders of the American-Zionist enemy regarding these crimes. Such statements undoubtedly constitute confessions to criminal acts and provide an appropriate foundation for restoring the violated rights of the nation.
Second, giving due attention to and implementing the directive issued by the martyred Leader of the Revolution during his final meeting with judicial officials in Tir of last year concerning the crimes committed during the Second Imposed War requires extending that directive to the Third Imposed War and pursuing it continuously until judgment is obtained and its execution is entrusted to competent authorities. This measure, in turn, will help prevent the recurrence of such crimes.
Naturally, achieving comprehensive judicial transformation and accelerating progress toward the aforementioned objectives requires various preparations and prerequisites. These have repeatedly been explained in the annual meetings with judicial officials and in the detailed recommendations and emphases of the great martyred Leader of the Revolution—may Allah sanctify his pure soul. Serious attention to these directives and sincere efforts to realize them, which constitute the key to the success of the esteemed officials of the Judiciary, are the object of my earnest emphasis and expectation.
The path toward justice and the struggle against oppression and corruption is a difficult one. It will be made smoother through sincerity and reliance upon Allah, observance of piety at the highest level, firm motivation and determination, doubled effort and perseverance, courage and decisiveness, initiative, and the proper use of modern technologies and intelligent systems.
The realization of all these goals will, God willing, be made possible through the grace of the Awaited Lord of Justice, our Master—may Allah hasten his noble reappearance.
